OVERVIEW OF POSITION
Action Against Hunger is a leading organization globally focused on eradication of hunger and malnutrition. One of the key areas of expertise for Action Against Hunger is to promote healthy behaviours, which leads to reduction of hunger and subsequently malnutrition in children less than 5 years of age. Social Behaviour Change Communication is crucial for the preventative side of addressing malnutrition. As part of PINS and wider programming, Action Against Hunger wants to develop in house competencies and tools for SBCC, as well as to support partners, including GoP, to develop similarly.
The position will work closely with technical teams of PINS to provide technical oversight as well as managerial support for SBCC and social mobilization for the smooth implementation of the PINS program. The position will be responsible for development and/or adaptation of SBCC approaches and materials to the context of Sindh in strong consultation with relevant government bodies to be used for communal awareness with regards to malnutrition. This may include pretesting, creative concept testing, translation and development of SBCC media, messages and materials adapted for use in the context of Sindh. The position will also be responsible for creating harmonization with the SBCC strategies of partners, Provincial Nutrition Cell Sindh and Action Against Hunger. This position will make sure that lesson learned and case studies are continuously used for development of SBCC strategy.
OBJECTIVES
Objective 1
To develop Social Behaviour Change Communication strategies and tools for provinces and nationally to cover the spectrum of malnutrition
Tasks & responsibilities
· Develop national and province Social Behaviour Change Communication specific strategies aligning with existing tools and global learnings;
· Endeavour to build on successes of FP SBCC and other global learnings;
· Develop and roll out training modules linked to toolkits for SBCC of PINS program.
· Ensure that SBCC is rolled out at community level and field teams of partner organization are well trained in using the tool kits.
· To make sure that the SBCC strategy is aligned with ER3 Nutrition Sensitive component of PINS as well as feeds in to ER 1 component for policy reforms.
· Participate in national and provincial SBCC working group to harmonize existing materials or develop new materials
· Maintains regular communications with Nutrition Task Force P&D, Department of Health, LHW, Partners and EU teams to provide feedback and suggestions for improvements.
· Coordinate and collaborate with other department of Accelerated Action Plans such as livestock, agriculture, public health, family planning, health etc to ensure synergy, sharing of resources and create an atmosphere of mutual support.
· Provides technical support to program staff and partners agencies on community and social mobilization to increase support and local community involvement.
· Manage SBCC related budget activities through effective planning and ensure timely expenses.
· Prepare weekly/biweekly updates, monthly and quarterly, bi annual and annual report and submit on timely manner to the regional manger
Objective 2
To lead behaviour change communication within nutrition specific programming of PINS
Tasks & responsibilities
· Conduct analysis of BCC needs and current strategies (landscape analysis)
· Develop specific messages and techniques across different levels of implementation
· Support adoption of these messages/ tools by wider stakeholders
· Represent ACF and participate in BCC discussions
· Develop toolkits for SBCC and define a well elaborated strategy, set of activities that are well understood by the relevant partners.
· Lead development of related IEC incorporating the feedback from local communities, government bodies, partners I/NGOs and research institutes.
· Conduct follow up trainings internally and across partners on SBCC
· Work closely with MEAL team to ensure regular and timely monitoring and reporting of SBCC data and responsive feedback to improve program performance.
Objective 3
To support wider organisational oversight of BCC and social approaches

· Mainstream SBCC into tools such as surveys, M&E, PSDs, strategies
· Support development of Communications and Visibility Plans
· Support resource mobilisation related to BCC

To ensure inclusion across departmental functions and within/by the team

POSITION REQUIREMENTS
Mandatory
· Master's degree in relevant field. Minimum 08 years of overall experience with 05 years in relevant field in development sector OR Bachelor's degree in relevant field with minimum 10 years overall experience with 06 years in relevant field in development sector
· Good written and verbal communication in English;
· Good interpersonal skills
· Proven expertise in development of strategies and related trainings for BCC
· Good resource and time management skills
· Ability to work in a complex structure across partnerships
· Ability to work independently and with self-motivation
· Computer literate, knowledge of MS Word and Excel required
· Willingness to travel frequently
Preference
· Experience in social reviews of wider organizational approaches
· Previous experience working in Sindh
