Job Description:

Pakistan Reading Project (PRP) is a USAID funded project to improve the quality of reading in public and private schools across Pakistan, supporting at least 2.5 million additional primary school students to read at a level commensurate with standards at their grade level. This goal will be supported by the mutually-reinforcing components of teacher education and professional development (PD), systems reform, and civil society engagement. The Pakistan Reading Project is a five year project to be implemented in 67 districts of 8 provinces across Pakistan.

Responsibilities:

  • Maintain the proposals, grants, report and assessments/evaluation tracking systems;
  • Ensure all grant files are organized and well managed for planning and preparation of donor reports and project monitoring;
  • Provide support to grant opening meetings, monthly grant review meetings, and grant close out meetings;
  • Support program teams in developing quality monthly reports capturing detailed program activities;
  • Provide support to Grants Manager to monitor and facilitate compliance of programs with donor and IRC commitments and requirements, including program progress and adherence to objectives, submission of timely modification and extension requests, procurement regulations and requests for waivers/derogations, etc.
  • Assist in proposal writing process, develop and compile quality donor proposals and budgets in collaboration with Grants Manager, program and finance staff and technical advisors, ensuring that IRC’s Program Framework, Strategic Planning goals;
  • Work with the Grants Manager in needs assessments, data collection, and needs assessment reporting as necessary to feed into project design;
  • Assist with all internal and external reporting, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements.
  • Work with program staff and Grants Manager to produce and improve narrative program reports in accordance with USAID designated formats
  • Facilitate documentation of institutional knowledge and past program activities.

QUALIFICATIONS

Education Relevant degree (Bachelors or Masters) in finance, development studies, social sciences, MBA, MPA or ACCA Partly qualified, ICMA Partly qualified.

Work Experiences :

  • Minimum 2 years work experience in Grants with relevant experience in the NGO sector.
Demonstrated Skills:
  • Strong knowledge of donor rules and regulations for reporting and compliance issues especially of USAID
  • Demonstrated experience in proposal development, preparation of logical frameworks and budgets and small grants management.
  • Ability to work in a multi-cultural environment and travel as required to project field sites
  • Regional experience is strongly preferred.
  • Willingness to travel.

Language and Computer Skills:

  • Excellent written and verbal English language skills
  • Highly proficient in MS Office Suite, especially MS Word, MS Excel, and MS PowerPoint.

The USAID-funded Pakistan Reading Project, implemented by the International Rescue Committee and its partners (Creative Associates International, World Learning, and Institute of Rural Management), is a seven-year project (2013-2020) with the objective to support the provincial and regional departments of education throughout Pakistan to improve reading skills of 1.3 million children in grades one and two. The project will achieve this goal through three distinct but interrelated components that will work in synergy to affect the quality of early grade education: Improved classroom learning environment for reading, Improved policies and systems for reading, and Improved community based support for reading in Pakistan.
